5.2 Promote and explain data collection

Model professional, objective attitudes toward evaluation and systematic methods of inquiry.

Promote the need for data collectors to

  • encourage open disclosure on the part of informants
  • be objective and neutral

Data collectors within a program may be tempted to filter negative information for management consumption or, more likely, inadvertently influence informants towards more positive answers by their manner and the way they phrase comments. Participants, parents and community residents may be hesitant to discuss program shortcomings openly, out of loyalty and friendship with staff. They too need to understand that criticism, rather than jeopardizing the future of a program, is more likely to help sustain and improve it.
